Positive identity ultimately requires fingerprint comparison. Similar names alone are not enough. For that reason, use several displayed identifiers and report uncertainty rather than drawing a conclusion from one matching field.

Union County Registry Buffer Rules

PSP notes that information supplied by registrants and other entities may become inaccurate or outdated. A public profile should be checked at the source, and uncertain identity should not be treated as confirmed. Intentionally helping a noncompliant registrant avoid law enforcement can also be criminal.
